A visa applications made onshore or offshore may be refused by the Department of Home Affairs.Existing visas and even citizenship can be cancelled under certain circumstances.  

Administrative Appeal Tribunal (AAT) has the Merit Review power of certain migrations decisions.

If you decide to appeal against those decisions you have very strict time frames to act on it. You will be granted limited rights to be in Australia until your appeal is decided by the AAT.Certain off shore visa applications also have review rights. 

Ministerial Intervention is available when the AAT Merit Review is unsuccessful. The Minister has power to substitute a more favourable decision if it is in the public interest.
